The Hermes postmortem (#32791) showed an in-channel 'stop' is ignored — only an out-of-band kill works. Build a privileged kill at the gateway, surfaced through thrum (REQ-AGORA-007, AD-AGORA-007). Must NOT be an in-channel message the agent can choose to honor. thrum is also the human watch+inject window (both-modes).
