call into gc when buffer allocation fails

Questions to think about:

• When to donate buffers, do we want this by default?
• What error does pjrt throw when buffer allocation fails? Is this a typed error? If so we can check for this error in C++, otherwise we can also do it in R using try(...)
• Allocation happens in two places:
  • When we allocate a buffer.
  • The output of a computation. Is there an allocation hook in pjrt? (this is how it's done in torch).
    If there is a clear error message, we can also attempt execution and retry it when it fails (need to take care of buffer donation).

What would be good is to find examples that crash the allocation and use them as kind of tests.
