Malleable C2 Profiles in HTTP Meterpreter: Windows

We should add support for malleable C2 profiles for the Windows Meterpreter. See #21108 for details.

We're planning to drop Windows XP and Windows Vista support in the Windows Meterpreter in version 6.5. For that reason, the solution for closing this ticket only needs to work on Windows 7SP0 and Windows Server 2008 and newer. We don't need it running on Windows XP which should make addressing compilation and API issues easier.

We would like the solution to work on 32-bit and 64-bit systems. We'd also like it to continue compiling with MinGW.
