Disable telemetry for gh CLI usage

gh will start collecting telemetry by default https://cli.github.com/telemetry. Should our gh use in CI systems disable this?

If so, maybe we can create a gha-tool like rapids-gh that wraps GH_TELEMETRY=false gh ...

Looking at that doc, I don't see any fields that look particularly sensitive.

Are you worried about the privacy implications of this? Or just the network traffic and having one more thing that can go wrong and cause CI to fail?

Moreso eliminating another network call, but there's the pessimistic take of never knowing if more telemetry will be extracted overtime.

Minor of the scheme of things, but happy for y'all to close if it's not worth the effort

I think the telemetry already being captured as part of a github actions runner environment probably already captures most of this info. I can see this telemetry being very, very different for usage on a developer's machine, where gh usage would be far more diverse and involved.

I'd be fine with a wrapper script, but keep in mind that wrapper scripts can be fragile, especially when redirecting inputs and outputs.
