Adding retry script for `apt-get`/`yum`/`dnf`/etc.

Just as we have retry scripts for conda and pip, it would be nice to have one for system package managers (like apt-get/yum/dnf/etc.) as well

Offline @bdice suggested using rapids-retry yum

It sounds like we don't keep the logs with this approach

So we would still want rapids-retry-yum, but this could be a good stopgap

Perhaps we could start by adding rapids-retry-yum as a call out to rapids-retry yum

That way we can evolve rapids-retry-yum over time without having a bunch of churn across projects

"Keeping" the logs might be a misleading term here. rapids-retry yum will show the error output. The reason you might want a specialized rapids-retry-yum command would be to parse specific errors from the logs that are retryable. Network errors should be retried, but incompatible packages should not be retried.

Think incompatibility is less common here given more packages are frozen and integration testing is done for the OS

There may be other cases where this comes up. Like a package being renamed or dropped in an OS update

Idk if that is worth specialization out-of-the-gate. We could certainly keep that possibility open by creating a stub script, which just does rapids-retry <system package manager>
