[Feature] Pls add docker build instructions (cli used for building dockerhub images)

Current docker hub images don't support Blackwell Arch. I need to re-build Relax images using dockerfile on local.

However I find many version related vars are passed through by args, would u pls share those cli passed args in dockerfile comments, so user can rebuild local version?

Also happy to contribute when I figured Blackwell Arch out (SM100, SM103).

@spacegoing Hi! You can just run docker build -f docker/Dockerfile . to rebuild locally. All version-related variables are already fixed in the Dockerfile — we don't pass them in externally via build args.

If you run into any build issues or get Blackwell (SM100/SM103) working, feel free to open a PR or drop the findings here. Happy to accept contributions!
