Data Explorer fails to launch

All other tools in the latest-successful Windows SDK seem to at least survive a tire-kick.
Data Explorer pinwheels the SDK launcher for a couple seconds and then goes back to business as usual with no new window opened.

Can confirm, it doesn't like to be launched on Windows and I'm unsure why yet. Tomorrow I'll try a build with more error handling and see if that helps
