I'm testing an enhancement to Sync2Jira (using my own account token), and I see the following:

Note that the issue was created at 3:14 PM and then (immediately) updated five hours later. I'm in the Eastern U.S. timezone, and we are currently five hours behind UTC. 3:14 PM is a plausible timestamp; 8:14 PM hasn't happened yet (here).
So, presumably the initial creation is done using the (correct) local time, and then the follow-on updates are done with a time which was incorrectly converted to UTC.
