The webhook_service handles webhook delivery but has no test file. Need tests for webhook payload construction and delivery.

Changes that Need to be Made:

• Create backend/tests/test_webhook_service.py
• Add tests for core functionality
• Test edge cases and error handling

Impact that it would Provide:

• Improve test coverage for services
• Prevent regression in service functionality
• Verify service logic works correctly
