Support for switching themes from Command Pallete

Currently there's no way to switch between system/light/dark theme setting. Enable support for switching it via Command menu

Add three options:

- `Theme: Light`
- `Theme: Dark`
- `Use system theme`

However, the current theme setting has to be hidden from the command menu.
