Create C2 repeater functionality

Implement functionality so that the program will know at start up if it's supposed to:

• 1. Act as a repeater and pass traffic along to a known onion address.
• 2. Act as a last hop and send data to a host outside of the tor network.

Program should be scalable and handle as many repeaters as possible.
