Cannot edit survey, its page and its questions in backend

If I try to edit a question of the standard survey 'Contact us', I get an error:

ERR (3): E_USER_ERROR: Action: update not available in this State: initial in ZLoader.php Zeile 230 ```

Action: update not available in this State: initialError! Update attempt failed. ```

Fresh installation under ZIK 137

The same with survey.

It seems the entries for the preentered survey 'Contact Us', its page and its questions have no entry in the workflow table.
