Governance applies across every repository in the project, so it is held in a neutral, code-free location rather than alongside the code of any one repository. This file remains as a pointer so that existing links to it continue to resolve.

Guidance specific to this repository — build steps, test commands and the commit conventions we enforce — is in CONTRIBUTING.md.
Raise an issue in finos/calm-governance describing the change and the problem it addresses, then open a pull request against the relevant document there. Amendments to GOVERNANCE.md require a vote of the Maintainers, following the Maintainer Voting process set out in that document.
