Towny Improvements

Separate from the requested Town and Nation chat functionality are a few other tweaks that would improve players' Towny experience.

Current planned enhancements are:

• Making /t show ranks other than Mayor and Assistant (for those co-mayors out there)
• Adding the ability to see all residents in a town once the amount has exceeded 35
• Organizing the resident display list
• Administration enhancements

As time goes on, other functionality improvements will be sought out and added as necessary.

Made some work on showing the ranks in towns; just have to wait for the plugin dev to accept my changes

Changes to rank displays have officially been accepted. Not marking task as complete until the version has been completely tested.
