💥 Current behavior

If there is no Comet change in the current project, manually triggering a Comet skill while the Comet recovery probe remains active will cause the skill flow to be interrupted because no Comet workload that needs to be recovered has been detected.

✅ Expected behavior

Recovery probes and manual triggers must not conflict; the manual trigger skill must be a clear user intent.
