rebuild pldoc

• create /bin/build_pldoc.bat for building pldoc documentation
• add to release checklist

• PL/SQL Developer pldoc plugin cannot be run from command line -> not useful for build from command line
• java-based open source pldoc has serious bugs in parsing DDL statements and is not maintained
• naturaldocs - just sucks and is not maintained

next steps

• fix open source java-based pldoc?
• write some JavaDoc parser in some portable and human-readable scripting language (=not perl)?
