Debug/admin dashboard

• Should be able to indicate who's present and which streams they are playing from other guests.
• Should allow me to manually start streams, bounce WebRTC, or reload services on a given client.
• Should show log messages from clients.
• Should allow me to run arbitrary JS on clients.
