Configuration system no longer exists and needs to be reworked.

The change to btstack means a separate library is now writing to flash intermittently. To keep things maintainable the old configuration system was removed to avoid possible clashes.

This issue will track the status of configuration as I try to get this added back, in a way that won't be obnoxious to maintain going forward.
