feat: enable query autocompletion endpoint for clients

Enable query suggestion using the intent templates nl_examples based on selected adapter. This will help users figure out what they can ask about the agent instead to reduce guessing and unnecessary requests to ORBIT (trial and error). This would work with QA and Datasource Intent templates (not conversational passthrough or file-based adapters).
