Allow user to set a list of projects who's document can be skipped

Users may have multiple projects for shared library parts.
Add a Libraries tab.
Move skip standard parts control to this tab
Add a text field or table to allow multiple project names to be listed. Any document in these projects should be skipped if the skip option is true
Store the project list client side and remember it across sessions
