Although the initial thickness of the highlighter pens is initially set to 1.0, 2.0, 3.0, etc. the thickness can not be set to values below 10.0 after the first change.
Initially the higlighter is set like so:
Later on the lower bound is 10.0, so 2.0 is no longer possible:
