Distribute ratslam_ros using ROS bloom.

Make OpenRatSLAM part of the official ROS distributions using their deployment tool bloom.

With the integration of bloom the version number should be set to 1.0.0 (MAJOR.MINOR.PATCH) as ratslam is feature complete for now. Further features will be tracked with MINOR; and PATCH is self-explanatory.
