Assemble an ESP8266-based controller aggregating observations from the pulse interface

- Connect ESP8266 to the pulse interface of the water meter
- Program it to send an UDP packet with the last observation by a pulse received from the device

The UDP packet should contain the following information:
- MAC address of the ESP8266
- The observation value
