Issues running host-sflow on Windows hyper-v

I am attempting to run hsflowd.exe on Hyper-V and run into exactly the errors discussed some time ago.

So I am wondering if this has ever been solved and what the solution might be. I was able to capture a couple of 100 packets, but the service is only crashing now after starting.
