add update command

Instead of conflate `init` with submodule update, we should introduce the `update` command which has the following behavior:

`makeup update [<makeup kit/bag>] [--version=<version>]`

If `makeup update` is called with no arguments, all makeup kits/bags (submodules) are updated to the latest version
