A2A calls appear in authority graph.

Problem

• Graph only shows delegation
• No A2A call visibility

Fix

1. Log A2A calls in delegation_chains
2. GET /authority/graph includes A2A edges
3. Query A2A history
4. Dashboard A2A tab
