Add functions to support run, exec of containers

The current commands now (generally) support installing Singularity and building containers, and this logically meets most use cases for build -> deploy. However, it could be that the user wants to easily run or exec commands, also possibly with additional singularity arguments. For this issue, we should add the equivalents that we have for "build" but for "exec."
