numpy 1.9 removed support for oldnumeric

Need to move to pysal basis for all the analytics.

Note that the Vagrant file will build a vm that has the older version of numpy with oldnumeric so the old code base could still be run.

In ubuntu 15.04 vagrant may issue the following error

The box 'ubuntu/trusty32' could not be found or
could not be accessed in the remote catalog. If this is a private
box on Vagrant Cloud, please verify you're logged in via
`vagrant login`. Also, please double-check the name. The expanded
URL and error message are shown below:

URL: https://vagrantcloud.com/ubuntu/trusty32
Error: error setting certificate verify locations:
  CAfile: /opt/local/share/curl/curl-ca-bundle.crt
  CApath: none

If this happens a fix is to do the following:

create the directory /opt/local/share/curl

cp /etc/ssl/certs/ca-certificates.crt /opt/local/share/curl/curl-ca-bundle.crt

Another alternative to this issue is to create a conda environment

conda create -n stars numpy=1.8 matplotlib scipy
source activate stars
python -i starsgui.py
