[sonic-xcvr] Ability to have CMIS memory maps per CMIS spec revision

It would be good to have the ability to define different CMIS memory maps based on the CMIS spec revision advertised by the module.
Example CMIS 5.0, CMIS 5.3, CMIS 5.3 etc.
