Please add a README.rst that copies the stuff in the first section of:
http://cxc.harvard.edu/mta/ASPECT/tool_doc/pydocs/Chandra.Time.html#module-Chandra.Time
Also include the standard short form of the BSD-3 license, along with something like "All code in this project is subject to the BSD 3 license".
Remove README.cxc_install which applies to the perl version.
