Setup to run reliably on any Kalman interval. #5 helps with pasteing in a stars.txt file if available, but the code is still obsid based (instead of time range based), and we can have trouble with an interval if it doesn't have a useful obspar or if it has a CXCDS constaint aspect interval file that doesn't have the content desired.
I probably need to pull out the pipeline running code and separate standard OR processing from ER feeding and watering.
