[Bug] `Submit Proof` Button Not Visible in Mobile View

Describe the bug

• The Submit Proof button is not displayed in the mobile view, preventing users from submitting proof of their work.

Expected behavior

• The "Submit Proof" button should be visible and clickable in the mobile view.

Acceptance Criteria

• The "Submit Proof" button is visible and functional in mobile view.
• Users can successfully submit proof from a mobile device.
• A vertical scrollbar appears when necessary.
• The fix has been tested on Chrome (desktop & mobile).
• I have posted a screenshot or video in my PR
• I have rebased and tested locally before submitting my PR

The mobile view was only rendering the Submit Proof action inside the assigner/manage-access controls, while desktop shows proof submission based on isAssignee.
