We need to archive tribes that have not been used by the admin node.
Maybe the best solution is to require a "rent" from the tribes server. The admin has to keysend 10 sat/month for example to stay listed.

Submitted PR for the tribe archive bounty: #2799

This adds a daily inactive-tribe archive job that unlists non-deleted, currently listed tribes whose recorded last_active is older than the configured cutoff. The default cutoff is 30 days, TRIBE_ARCHIVE_AFTER_DAYS can override it, and tribes with last_active = 0 are skipped so legacy rows are not archived blindly.

Validated with go test ./... -run '^$' and git diff --check. The focused DB regression test was added but could not be executed locally because the documented test Postgres on localhost:5532 was unavailable and Docker could not start containers in this environment.
