Changing limits on Quickstart local network

What would you like to see?

A dev asked for the best way to test behavior of restore operations on their local network:

I see there are config files for network limits in the repo, can you just add or change one of the .json files in the container before you run it?
I thought, then you can set the minimumTTL to 100 or so, to force fast eviction.
And if so, how can you best edit the files inside the container?

Or is there a better way to do do that?
