Create workspace modal: repo list clips left panel with 5+ repos

Bug

When adding more than ~5 repos in the "Create workspace" modal, the repo list on the left side overflows and gets cut off at the bottom. The list doesn't scroll or resize properly, so entries below the fold are partially visible or hidden entirely.

Steps to reproduce

1. Open "Create workspace"
2. Add 5+ repos
3. Observe the left-side repo list is clipped at the bottom

Expected behavior

The repo list on the left should scroll within its container or the modal should grow/adjust to accommodate the list without clipping.
