Allow installation of aliased semantic versions

Currently, we enable the `use` command to have aliases like `use 2` to grab the latest major versions. However, this does not work well with installation since the manifest files within OClif will not provide context to the latest major versions. This will require some form of tweak to how the data is held and will involve making a set of assumptions on the storage of tarballs.
