Import a custom notification sound

What problem does this solve?

The notification sound picker added in #511 only supports built-in sounds. I would like to use my own sound file.

Proposed solution

Add a Choose Custom Sound... option that lets users select an audio file. The selected sound should work for both in-app and system notifications.

Alternatives considered

The existing built-in sound choices.

Are you planning to build this yourself?

I seem to remember trying this for #511, but it didn’t go well and I ended up scrapping it altogether. I don’t think it’s worth the hassle, but if you’re willing to contribute it and it works consistently, I’d be happy to review a PR for it 💪
