Expose shared-memory metrics through an OTEL endpoint

Add an optional OTEL metrics server backed by the shared-memory metrics registry.

It should read live sandbox metrics from shared memory and expose them through the OTEL metrics endpoint, so collectors can consume sandbox metrics without per-sandbox API calls.
