VIIRS DNB night light at latitudes ≥55°N is contaminated by diffuse aurora/airglow noise that cannot be reliably separated from weak anthropogenic sources. Any CV-threshold or top-hat filter will either produce false negatives for real cities or false positives for aurora. The channel is temporarily removed from the pipeline until the temporal variance filter is applied (comparing lunar composites to separate stable anthropogenic light from variable aurora).
