It's entirely reasonable for someone to install Tapestry on a per project basis through requiring it on a per project basis.
This also makes it possible to use xdebug when building to debug plugins, and custom site code - maybe include a section on how to do this with PHPStorm.
Potentially this could become the preferred method of installing.
