deploy api to azure

We need to setup an azure account for tc-dev or we can use mine in the interim. I would like to get the API and deployment strategy going so I can begin working on the authentication. We can decide if we want to have something like apiary.io for developing against future API calls and API docs.

I'm cool with whatever. Can use yours in the meantime. Do you have mono
installed? OWIN lets us self host in a console app if need be.
