Better error message when `aws-login` is not on the PATH

Context

Currently, when aws-login is missing from the PATH, the error message does not indicate that there is a configuration mistake in the user PATH.

Tasks

• if possible, detect aws-login being missing on the PATH and provide a descriptive message.
