Add 'Essential / Only Necessary' button to Cookie Notice #1

The banner needs a button to reject (and delete) non-essential cookies.
When the user selects this option, the banner should:
- set a cookie to remember their choice for six months
- no longer show the banner for six months
- delete all non-essential cookies for the current Illinois.edu/uic.edu/uis/edu sub-domain
- selecting 'accept essential cookies' should not log the user out of campus Single Sign On
