Dump sentinel.conf data

Operational issues have caused the sentinel.conf to get blown away, but it can be recovered through a sentinel node that still has it running in memory. A command to dump that in-memory config file to file would be a great addition

I like this idea, and I've been thinking about it today. It will require some refactoring I think in order to enable it.

RS will need, essentially, the ability to identify all pods managed by a specific sentinel in order to build a copy of that sentinel config file.

For example the URL might be http://your.redskull/sentinel/IP:PORT/config which would provide a plain text result you could curl to create the config file from.

I'm going to try to get this into 1.0, but more likely I'd expect it to land in 1.1 or 1.2. The refactor from groupcache to consul will make this much easier.
