Feature Request: Support Telegram and Matrix/Element as alternative Webhook notification targets

Is your feature request related to a problem? Please describe.

Currently, outbound notifications and automated messages are restricted to Discord webhooks. Users who rely on privacy-focused or open-protocol messaging platforms cannot receive external app triggers natively.

Suggested Alternative Platforms

• Telegram (Simplest Integration)
• Capability: Direct HTTP API support via Bot API (/sendMessage).
• Complexity: Very Low.
• Implementation: Requires a Bot Token and a Target chat_id. The app sends a standard HTTP POST payload to [https://api.telegram.org/bot](https://api.telegram.org/bot)<TOKEN>/sendMessage.

• Implementation: Requires a Homeserver URL, Room ID, and Access Token (or a standard incoming webhook URL generated by the Hookshot bridge).
