Better command-line argument parsing for cli.py and chat.py

Right now, the command line argument parsing in llamacpp-cli and llamacpp-chat is pretty atrocious. My focus was on getting stuff to work so I have been a bit lax on that front. I would really appreciate PRs for making the interface nicer. Maybe use something like docopt?
