Can´t Import Constitution

I placed a Capitol in a room on owned Land. Room requirements all markt with green checkmarks so i think this is ok.

Type civics import ********.json and get this message.

Unable to iport 1 Constitution(only 0 available slots for this civic type)

What must i do to import a constitution?

Known issue - importing constitutions is not yet supported as the capitol spawns with a default constitution and is never empty, thus the importer can't find a free slot for it. This will not be addressed in the 9.x version but may be in the 10.x version as the new settlement features required some code changes that make this easier to properly address.
