On page 82, nextreg $14 Global Transparency is described as setting the "index of transparent colour for Layer 2, ULA and LoRes pixel data". However, it only "sets" (as in "determines") indices by specifying the 8 msbits of a palette colour to which an index may or may not correspond. Indeed, more than one index may correspond to it.
