Implement change palette in Nano X for the VGA driver

Previously discussed here: ghaerr#146

• make a test which only gets and sets the same palette
• what parameters needs to be set, avoid parameter confusion

It seems there is problem because even with empty function - nanox halts.

Update nxjpeg to use this function.
