Connection timeout when adding a feed with '&' character

I use last KrISS version and i try to add a feed with a '&' in the url. When i try, i have the error
Connection timed out after 4000 milliseconds

The problem is not linked to the '&' but to the fitarco-italia that filter who can download their feeds.
I guess you are using a shared webserver because I have the same problem if I try on my shared webserver but it works perfectly on my own server.
I have no solution to propose I suppose they filter by IP address
